From the excerpt below, it looks like LCISD didn't really want our opinion on the school start date after all, since it's going ahead with applying for the waiver despite the fact that the majority of people would prefer a later start date....

The Public Hearing regarding the waiver for the early start date of LCISD was held last night (12/14/04) at the regularly scheduled Board Meeting.  There were no individuals who wished to speak for or against the early start date.  The district web based survey showed 270 responses against the waiver and 200 in favor of the waiver.  The district committee who approved the early start date voted 32 in favor and 20 against.  Dr. Randle stated that making a change to the waiver that has been submitted would require an additional 60 day process in order to receive input and approval.  This would place LCISD parents in a position of uncertainty regarding the start date for the 2005-2006 school year until March or April.  In order to allow families adequate planning time, the Board approved the early start date of August 10 for the 2005-2006 school year.  In the coming months, I (Julie Thompson)plan to work with the district to ensure that the process used to determine the start date for the 2006-2007 school year begins earlier and meets the needs of students, parents, and teachers.

Take a look at the numbers for Frost, Briscoe and Foster schools.  It appears that the growth in the lower grades is inconsistent with the growth at the high school.  This could possibly be due to an increasing number of intradistrict transfers being allowed for students who are zoned to Lamar or Terry, but who wish to attend Foster. 

The numbers for the lower grades in the Lamar and Terry tracts appear to be in line with the enrollments at their respective high schools.

We need to ascertain why Foster had an enrollment spike, as these enrollment numbers could ultimately be used to determine where the next secondary complex will be built in the future.

Below is a brief synopsis of the last school board meeting where the demographer presented her update, written by someone who was at that meeting.  Thanks goes out to this citizen for keeping us informed regarding LCISD issues that affect all of us!

"The meeting was brief, and no real enlightening news was presented by the demographer.  She primarily went over the growth in the areas flanking 59 up to Hwy 36 and she did mention in closing remarks that she thought we would need 3 elementary schools sooner than later (1 more in addition to the 2 coming on board; 2 in the south and 1 up north).  

Several times she compared our district to the growth in Frisco ISD (I believe that's outside Dallas) and remarked that she thought our bonds were quite low in comparison to other fast growing districts.  Again, she highlighted Lakemont's growth, but that seems to be one small pocket, but it sure gets lots of attention.

Five Campbell parents attended the meeting and all others in the room appeared to be city or school officials.  A highlight of the meeting was a brief presentation introduced by Rosenberg Mayor Gurecky and presented by the economic planner for Rosenberg (I believe that was his title).  He focused on the growth in the southern portion of our district and did not mention much (if anything) about the northern part.  He was invited to attend at the behest of our own Julie Thompson.  Basically, a new partnership has been officially forged between the school district and the City of Rosenberg to keep the enormous growth on both radar screens.  

 The ABC was approved, but names were not officially announced.  I'm sure we'll hear something about that soon."

Current Master Plan Principles

  • To embrace the neighborhood school concept for all elementary students who reside in LCISD.
  • To house grades PK-5 in all elementary schools to ensure parents and students that they can enjoy six years of attending school on the same campus.
  • To maximize enrollment at all campuses (elementary schools 750, middle schools 1400 and high schools 2000)
  • To reflect the ethnic balance of the school district in grades 6 through 12.
  • To locate schools with grades 6 through 12 in the same general area.
  • To minimize alteration of high school zones.
  • To provide adequate space for special school/community populations (i.e., ABE, 16-21, Project LEARN)

4. To ensure that all items approved in the October, 2003 Bond Election are carried out efficiently and in accordance with the taxpayer's wishes.
